  • Title: Letter from the President | WMCA - Wisconsin Municipal Clerks Association
    Descriptive info: A Message from President Barbara Van Clake WCPC/MMC.. The association has spent time this past year evaluating the governance model portion of our strategic plan and the membership voted on the board composition at the conference annual meeting, ending with the composition remaining status quo.. Just remember, this strategic plan is a working document, subject to change or redirection as needed.. Meaning, certain portions may be re-evaluated or tweeked over the course of operations.. But, I feel that it is now time to refocus our energy on the main goal of our association s mission; education, training and networking.. This goal was the only one that we did not determine objectives for during our board s leadership training sessions during the last couple of years.. So, at the first meeting of the Board of Directors on August 23rd the attendees spent some time brainstorming and determining education enhancement goals and objectives.. Over the course of the year there may be times when surveys are sent out to the membership looking for your input.. I ask that you please take a small amount of your valuable time to take part in these surveys or questionnaires, as they help the WMCA to determine current and future membership benefits.. To help us move forward on education and training I have initiated a task force under the Professional Education Committee (PEC).. I visualize that the PEC and the newly appointed task force of Technology / Innovation will be the driving forces behind this years educational enhancements.. With the latest technology comes a unique educational opportunity for training and networking sessions via live web streaming, video-taped conference classes, telecommunication meetings, and other  ...   board members and committee chairs at meetings and would love to have all of our committees feel empowered to communicate new and innovative ideas for achieving their goals and objectives to the board at every opportunity.. No idea or discussion is off the table, and there should be no limit in thinking outside the box.. Let s take our association s communication to another level and have everyone in the loop as we get ready for the 2014 Conference in Rothschild, where we will be Climbing to New Heights in Education.. In closing, I would like to thank each attendee at the annual conference and the volunteers that give of their time and talents by serving on the Board of Directors, as District Directors, Committee Chairs and Members, all of which helps us keep this association relevant to our membership s ever evolving needs for education and professional development.. Although it is a somewhat scary endeavor to find yourself the designated leader of such a large association, I am not only ready, but willing, to give it my absolute best.. I have told myself to embrace the unknown and direct my energy toward leading our team efforts with a renewed sense of collaboration, and optimism.. When Clerks work together, anything is possible! The clerk may be thought of as the silent public servant, but those in-the-know can testify to the scope of that service and its effectiveness..     Descriptive info: The mission of the Wisconsin Municipal Clerks Association is to provide the best education possible to help the municipal clerk keep up with the ever changing laws and local government requirements in Wisconsin.. This mission is carried out all year long.. There are two or three one-day training sessions held in each District of the WMCA throughout the year.. Specialty classes such as Board of Review, Parliamentary Procedures and Election trainings are coordinated, as needed, throughout Wisconsin at various times of the year.. Then in August, the WMCA holds its annual education conference, which has just expanded to two and a half days of current and relavent classes on the hot topics concerning the clerks today.. There is also  ...   each summer at the Hotel Sierra in downtown Green Bay.. The Municipal Clerks Treasurers Institute is the only training program in the state of Wisconsin that teaches clerks and treasurers how to do their job.. This unique program provides 33 hours of education a year, for three years, plus invaluable opportunities to network and get your questions answered.. They have an expert faculty of lawyers, professionals in the field, state employees, consultants, and UW faculty providing accurate information that will set you up for success in your job..     Descriptive info: WMCA Certification Programs Offered.. The Wisconsin Municipal Clerks Association is an educational catalyst for Municipal Clerks.. Its vision is to instill in Municipal Clerks the desire for continual learning and professional development, inviting and encouraging them to grow and extend beyond their present levels of development.. To that end, the WMCA implemented its own certification programs in July 2005.. Wisconsin certifications can be obtained by earning points in education, career and lifelong learning experiences, and committing to the WMCA Code of Ethics.. The WMCA Certification Program consists of two levels - the WCMC - Wisconsin Certified Municipal Clerk and then the WCPC - Wisconsin Certified Professional Clerk.. The WMCA Certification Committee reviews all applications twice a year.. Applications must be postmarked by March 1st or October 1st.. TABLE OF REQUIREMENTS FOR CERTIFICATION.. WCMC.. Points required: 100 total points.. Advanced Degree Required: None.. Cost: $100-for pin, certificate, plaque.. Time in organization: 3 years.. Grandfather if held CMC: Yes - $50.. Be a Municipal Clerk, Deputy Clerk or perform the duties thereof.. Be an active member in the WMCA for at least three (3) years.. Reaffirm your beliefs and practice in the WMCA Code of Ethics.. For a person without the title of Clerk that performs duties of the Clerk s office, provide a letter from your Municipal Clerk verifying your performance of the duties which qualify for WCMC certification.. Answer: All applications must be POSTMARKED on or before these dates to be included in that review session.. Question:.. How long will the Committee allow grandfathering of a CMC or MMC into a WCMC or WCPC?.. Answer: The grandfathering procedure will be allowed as long as your CMC or MMC certification is current.. I served on the UWGB Advisory Board.. Why don t points count for the WCMC?.. Answer: In obtaining the WCMC, you are taking training and in the WCPC you are developing training.. I have attended IIMC Region Meetings and in 2007 they began offering educational sessions.. Where do these count?.. Answer: For the WCMC program, hours count on pg.. 6 at 1 pt.. per 4 hours (education meeting combined); for the WCPC program, hours count on pg.. 3 #1 at 1 pt.. per educational hour attended and for those who also attend the meeting, an additional 2 pts.. may be earned on pg.. 6 #6 per event.. : How do I or WMCA know how many hours I attended a session if no certificate is given?.. Answer: It is the clerk s responsibility to ask the presenter to sign, date and affix the number of session hours so you have the correct documentation.. You may also prepare an Affidavit of Training (session agenda attached) documenting the date and hours attended.. What if I have special circumstances regarding my application?.. Answer: Enclose a letter to the WMCA Certification Committee at time of application explaining those circumstances.. How do I know which classes count or do not count for various election or Board of Review topics?.. Answer: All classes taken will count as of 3/12/09 as long as they fall under the written guidelines.. This is a change.. SVRS Application Training and Municipal Clerk Training (MCT) now count and are included in the updated applications.. Question:.. In the Career Lifelong Learning Experience, in the last section-College or University courses: does the 7-year limit apply to college courses?.. Answer: Yes, the 7-yr.. limit does apply in this section of the WCMC application.. You can use a College degree (no date restriction) to supplement or use in lieu of the education portion of the application.. The Career and Lifelong Learning Section sets a 7-yr.. limit.. Can I use the completion of a UWGB Municipal Treasurer s Institute program to satisfy the WCMC 50 point Education requirement?.. Answer: No, unless you complete the fourth year Clerk s Completion portion of the Institute program.. Proof of attendance at both programs must be provided.. You may use the class hours from the Treasurer s Institute for your WCMC under Career and Lifelong Learning and for the WCPC as approved Master Academy classes.. What if I have attended the UWGB Institute Treasurer s Completion or Administrator s Track Can these hours be used for certification?.. Answer: Yes, these classes can be used for your WCMC under Career and Lifelong Learning and for the WCPC as an approved Master Academy class.. Can I prorate my years of employment and receive partial points?.. Answer: No Points for employment cannot be prorated.. Full years of service will be required.. Answer: Yes, proof of certification is required.. This may be as simple as taking your CMC or MMC plaque off the wall and making a photocopy of it.. What if I leave employment? Can I still use the WCMC or WCPC designation?.. Answer: Continuous membership in the WMCA is required to maintain and use the certification.. This application is designed for annual recognition of your extraordinary efforts for completing additional education to gain knowledge of the current laws and processes to assist you and your municipality towards a productive and efficient office.. Send in this application on or before June 1st each year and attach the required documentation for proof of attendance.. The Certification Committee will review your annual application and verify the points you have earned.. Then you will be recognized at the annual WMCA Conference and receive a Diamond, Gold or Silver Certificate for your achievements.. *.. The Certificates are based on the following hours per year:.. Silver Certificate for 25-50 hours.. Gold Certificate for 51-74 hours.. Diamond Certificate for 75+ hours.. In addition, all courses listed in this application count toward state certification and will be tracked and documented for you by the WMCA.. After you have accumulated the required points for certification, you will send in the certification application with a copy of the annual certificates you have received.. You will not need to send in all of the individual certificates of attendance again! The $20 annual fee will be deducted from the regular certification fee for every annual certificate you use.. *You do not have to be working toward certification to qualify for the annual certificate..
