Opportunities to Learn About and Review Initial Draft Conservation Plan.. The Lesser Prairie-Chicken (LPC) Interstate Working Group of the Western Association of Fish and Wildlife Agencies (WAFWA) is developing a range-wide conservation plan to increase the population of the LPC, in partnership within federal agencies and others.. The states include Colorado, Kansas, New Mexico, Oklahoma and Texas.. The conservation plan emphasizes tools and incentives to encourage landowners and others to voluntarily partner with agencies in LPC habitat conservation efforts, while also achieving their land use needs.. WAFWA has engaged the Ecosystem Management Research Institute (.. www.. emri.. org.. ) to assist with the development of the plan.. Background.. The LPC is a North American grouse species that historically occupied sand sagebrush, shinnery oak, and mixed grass vegetation types of the southern Great Plains.. LPC and the habitat upon which they depend have diminished across their historical range by about 90%.. In 1998 the U.. S.. Fish and Wildlife Service (USFWS) determined that the LPC was warranted for listing under the federal Endangered Species Act (ESA) but was precluded because of higher listing priorities.. In December 2012, the USFWS released a proposed rule that indicates the agency is considering listing the LPC as threatened under the ESA, with a final determination to be made by September 2013.. These workshops convene on different (albeit predetermined) schedules, and at different locations determined by the state or province that volunteers to host the event.. Following is a listing of WAFWA sanctioned workshops:.. Administrative Officers (held annually).. Black Bear (held every three years).. Deer and Elk (held in odd numbered years).. Desert Bighorn Council (held annually).. Law Enforcement (held in odd numbered years).. Mountain Lion (held every three years).. Northern Wild Sheep and Goat Council (held in even numbered years).. Pronghorn (held in even numbered years).. Western States Sage and Columbian Sharp-tailed Grouse Technical Committee (held in even numbered years).. Western Wild Turkey Technical Committee (held annually).. Purpose of Workshops.. The Western Association of Fish and Wildlife Agencies (WAFWA) began sanctioning workshops in the mid-1970s.. There currently are 10 sanctioned workshops recognized by the Directors of the Association.. These workshops include ones that are species' specific and others that are tailored to certain disciplines within the wildlife profession.. These workshops are established to provide a forum for wildlife professionals to interact with each other on new research, management, enforcement and administrative practices, and to use this new information to promote better management of species or administration of member  ...   Once "sanctioned", these workshops are authorized to use the name of the Western Association of Fish and Wildlife Agencies on printed materials related to the workshop, and hosts are encouraged to acknowledge the Association's participation.. This participation, however, does not extend to financial assistance.. The Directors of the Western Association of Fish and Wildlife Agencies have established application and approval procedures, as well as operating guidelines and reporting requirements for sanctioned workshops.. These procedures and guidelines are designed to provide for timely review and action on the Directors' part, and the applicant the opportunity to learn what it takes to host a successful workshop and understand the feedback mechanisms that are required to the Association..
