  • Title: Survey Action Center - Newsletter #7 - December 2002
    Descriptive info: News Update # 7.. December 2002.. Printer Friendly Version.. Jump to Website.. Mike Kendellen returned from a mission to Angola.. Bob Eaton joined a very successful mission to Bosnia and Herzegovina in early December to elaborate the Task Assessment and Planning pilot project that is part of the BiH survey.. The training team of Saeed Ahmad and Tom Haythornthwaite concluded senior staff training in Eritrea.. Data collection began in Azerbaijan and 238 communities have been surveyed in Somalia.. Afghanistan.. The Survey Action Center (SAC), Mine Clearance Planning Agency (MCPA) and UNDP-Kabul are preparing the working agreement to begin the landmine impact survey (LIS).. Angola.. To follow-up on the US-funded Advance Survey Mission of November, Mike Kendellen was in Angola from 3-12 December to draft survey implementation plans with the the UN and NGO partners for the LIS.. The director of the National Inter-Sectoral Commission for De-mining and Humanitarian Assistance (CNIDAH) signed a letter of support for the LIS.. This phase of the start-up is funded by the German government.. Azerbaijan.. Expert Opinion Collection has been completed and 435 communities, in 27 administrative districts and cities, have been identified as suspected of being affected by landmines and/or UXOs.. The survey pilot test was conducted in 29 villages in the districts of Terter and Geranboy.. In-field data collection began on 9 December.. Progress, however, may be hampered by early winter conditions.. SAC has approved the methodology for sampling for false negatives in conflict areas and military installations.. Bosnia-Herzegovina.. Planning for the Expert Opinion Collection has begun.. There are a 148 official local  ...   on-going.. The start of data collection is scheduled to begin in April and continue through the end of June 2003.. Ethiopia.. Three field offices have been established for the implementation of the LIS: (1) in Mekele of the Tigray region, (2) in Dire Dawa of the Somali region, and (3) in Awasa of the south region.. Interviewer recruitment and training began.. The first batch of results from the Expert Opinion Collection have been delivered.. Final arrangements (permissions and logistics) are being made with the communities selected for the pilot test.. Somalia.. By the end of December, 238 communities had been surveyed.. The Sahil region and all accessible districts of the Togdheer region have been surveyed.. Security concerns in the eastern Sool region that borders Puntland have temporarily halted data collection there.. A complete assessment of the security situation and its impact on the survey will be made in early January.. Data collection is expected to finish at the end of February 2003.. Survey Working Group (SWG).. The meeting of the SWG is scheduled for the first week in February 2003.. SWG Protocols.. With funding provided through UNMAS, the first draft of editing the survey protocols have begun.. The edting is intended to clarify operational needs of the field personnel while using a format that is ISO 9000 compliant.. Chris Horwood has been hired as the team leader, Peter Sugden as the operations officer and Gohar Margayan as the admin/finance officer.. Mike Kendellen, Director for Survey, and Bob Eaton, Executive Director, conducted an Advance Survey Mission from 1-19 October.. They were joined by representatives from the.. U.. The Eritrean Solidarity and Cooperation Association.. , a local NGO, to conduct the LIS.. They are currently recruiting supervisory staff.. SAC will send a training mission in December.. The SAC team began senior staff training October 28 which will continue through November 18.. began a rapid appraisal for the EOC on October 15.. completed the training for the survey interviewers.. As of the end of October, one hundred twenty-five communities have been surveyed.. John Brown,.. UNMAS/UNOPS.. Quality Assurance Monitor (QAM) arrived in Hargeisa.. has arranged funding for SAC to edit the Survey Working Group (SWG) Protocols to a common format and consistent with the International Mine Action Standards..     Descriptive info: News Update # 4.. September 2002.. Orientation for the Azerbaijan and Bosnia international teams took place.. Pilot testing began in Somaliland.. SAC presented a paper to the plenary session of the Fourth Meeting of States Parties in Geneva.. See below for more details.. The LIS proposal is under review in Brussels and in New York with UNDP.. SAC is recruiting a team to be based in Kabul to oversee and monitor the survey.. Mike Kendellen, Director for Survey, and Bob Eaton, Executive Director, will conduct an Advance Survey Mission from 1-9 October.. They will be joined by representatives from the U.. Department of State Office for Humanitarian Demining and the Joint Research Centre in Ispra, Italy.. The team will meet with the Intersectoral National Commission for Demining and Humanitarian Assistance (CNIDAH), mine action NGOs, donor stakeholders, and the UN.. The survey is expected to begin in early 2003.. The SAC senior staff for Azerbaijan (consisting of team leader, finance officer and GIS officer) were in Washington for orientation from 4-9 September before leaving for Baku.. The SAC training team of Saeed Ahmad and Tom Haythornthwaite left for Baku on 27 September to coordinate and conduct the senior field staff training for the LIS.. The Handicap International-France team leader  ...   survey interviewer training and began pilot testing on 21 September.. Data collection will begin in early October.. John Brown, UNMAS/UNOPS Quality Assurance Monitor, arrived in Hargeisa.. SWG, SCMA, 4MSP in Geneva.. The Survey Working Group held its tenth meeting since the beginning days of the Landmine Impact Survey in 1998.. The terms of reference and composition of a Steering Committee for the evaluation of the Global Landmine Steering was approved.. Committee members are Charles Downs (UNOPS, convener), Alastair McAslan (CMA), and Mike Kendellen (SAC).. The Steering Committee for Mine Action met the day after the SWG in Geneva.. Bob Eaton represented SAC.. An NGO Task Force was established to review NGO/UN relations in the field.. The Fourth Meeting of States Parties to the Mine Ban Treaty met after the SCMA.. On behalf of the International Campaign to Ban Landmines & Mine Action Working Group Bob Eaton presented a paper to the plenary on Landmine Impact Survey data and strategic planning to reach treaty goals..     Descriptive info: News Update # 3.. August 2002.. The usually slow summer months were not.. SAC field training of senior staff took place in Somalia, contracts were signed and work began in Azerbaijan and Bosnia-Herzegovina.. Plans were finalized for Afghanistan and funding secured to begin a survey in Angola.. Executive Director, Bob Eaton completed the Advance Survey Mission and a complete proposal was sent to the UN and the EU in August for their review.. Mike Kendellen, Director for Survey, and Bob Eaton will conduct an Advance Survey Mission from October 1-9.. They will be joined by two representatives from the U.. Department of State Office for Humanitarian Demining, one representative each from UNMAS and the Joint Research Centre in Ispra, Italy.. SAC signed an agreement with the UNDP country office to initiate a survey with funding from the EC.. SAC has recruited a team leader, admin/finance officer, and a GIS mapping officer for the survey.. (click to view their photograph).. The three staff will be in Washington for orientation from September 3-9 before leaving for Baku on September 9.. SAC training for the 8-month survey  ...   Department of State through the International Trust Fund.. The Landmine Impact Survey is on hold.. The MOU between SAC, NPA and EMAO was signed in July.. The MOU will enable the survey to proceed in terms of staff recruitment, expert opinion collection and procurement.. SAC senior staff training is scheduled to begin the third week in October.. SAC completed senior staff training on July 15.. Photographs are on the SAC website.. (click here to view).. At the end of August the Danish Demining Group (DDG) completed two pretests and the expert opinion collection (EOC).. Next month DDG will train the interviewers, followed by a pilot test.. Quality Assurance Monitors.. On August 27 SAC hosted UNMAS/UNOPS Quality Assurance Monitors with a dinner and a briefing on SAC history and the current surveys.. VVAF provided technical training.. Personnel.. Dr.. Rune Engeset has joined the SAC Consultant Panel as a Survey Special Advisor.. (click to meet Rune).. Rune is a GIS/Mapping specialist and worked in Thailand for Norwegian People s Aid on the Thai Landmine Impact Survey.. Before that he worked on NPA survey activities in Angola..

Somalia, Eritrea, and Ethiopia LIS Surveys in Start-Up Phase.. Three landmine impact surveys (LIS) are underway and currently are in the setup/hiring/training stages.. More focus will be directed to news from these three surveys in the next newsletter!.. Bosnia-Herzegovina LIS Survey.. The SAC Nominating Committee for Selecting an Implementing Partner will make its recommendation to the Board of Directors.. Once the partner is appointed by the SAC Board, the contracts will be signed and operations will begin.. Funding is provided by the European Commission (EC) and the US Dept.. of State (PMHDP) through the International Trust Fund.. Azerbaijan LIS Survey.. SAC is near final negotiations with the UNDP country office to commence this LIS survey with funding by the EC.. Afghanistan LIS Survey.. SAC Executive Director, Bob Eaton, is spending the last week of June in Kabul making final plans for this survey.. Angola LIS Survey.. The Advanced Survey Mission (ASM), a precursor to the LIS, is scheduled to commence in September 2002..

SAC is seeking  ...   the survey process.. Ethiopia Survey.. Norwegian People s Aid has deployed its team to Addis Ababa and work has begun.. With funding from the Norwegian, German and US governments, the survey is expected to take 18 months.. Somalia Survey.. The Danish Demining Group (DDG) is ready to begin work in early May.. With start up funding from the Swedish government (SIDA) and the European Union (EU) the survey will begin in the northwest of Somalia in Somaliland.. Opening for Implementing Partner..
