    Descriptive info: The National Association for Boards of Management in Special Education (NABMSE) was founded in the late 1960’s to provide a forum of expression and be a representative body for Boards of Management of any recognised school in the Republic of Ireland providing education for children with special education needs.. The work of NABMSE was undertaken on a voluntary capacity until funding was obtained from Department of Community, Rural and Gaeltacht Affairs in 2004 when a full time office was established.. Subsequently, a management grant was awarded by Department of Education and Skills which allows it to employ a General Secretary and part time Administrator and deliver a service to it’s members..     Descriptive info: About: Who we are.. Phil Gray, Chairperson.. Phil is the Director of St.. John of God Carmona Services and was previously Director of St.. Augustine’s School and a Patron’s representative on the Board of Management during that time.. She is currently the Patron’s representative of the Board of Management of Carmona Special School and has been a member of NABMSE Central Executive since 2002 and is a previous Treasurer.. Phil is also a member of the Education Sub Group of the Federation of Voluntary Bodies since 2003.. Éilis Dillon, Honorary Secretary.. Éilis is a member of NABMSE Central Executive since 2005 and is Principal of St.. Cecilia’s School, Sligo since 2004.. She was previously a Teaching Principal in a Mainstream school for 11 years and was also a class teacher in a variety of classes.. Éilis is a an Associate Member of Special Education Support Service – Challenging Behaviour team.. Edward (Ned) Byrne, Honorary Treasurer.. Ned has recently retired as Chief Executive of St.. Vincent’s Psychiatric Hospital, Fairview, Dublin 3 and has been Chairperson of the Board of Management of St Joseph’s Adolescent School, which is attached to the hospital, since 2003.. The policy of NABMSE is based on relevant legislation in the education and disability areas such as the Education Act 1998, The Equal Status Act 2000 and the Education for Persons with Special Education Needs Act(EPSEN) 2004.. The policy of the organisation is also derived from motions passed at the Annual General Meeting.. These are usually issues of importance and concern to Boards of Management in Special Education at that time and are forwarded and discussed by member Boards at the AGM.. These motions are followed up and lobbied for with the relevant Department or Agency.. For further information on motions, please contact NABMSE at 045 533753.. The motions at the.. 2012.. AGM were:.. NABMSE calls on the Department of Education Skills to formulate a policy in relation to administrative Deputy Principals for special schools taking into account the additional staffing involved in the care and education of pupils with special needs.. This motion calls on NABMSE to initiate discussions with the Department of Education Skills on the arrangements for school transport to facilitate the shortening of the school day for junior infant pupils in special schools.. This would then be in line with their age cohort in mainstream schools.. This motion calls on NABMSE to seek representation for current members of boards of management on the relevant HSE committees who are currently developing ‘.. Progressing Disability Services for Children and Young People 0-18.. years.. ’.. NABMSE calls on the Department of Education Skills to issue payment to staff working on the July Education Programme by September of the same year.. NABMSE calls on the Department of Education Skills to continue to provide payment as before to all staff working on the July Education Programme including any newly appointed Overseer, Principal, Teacher or Special Needs Assistant working on the Programme.. NABMSE calls on the Department of Education Skills to increase the capitation grant to small special schools with large staff numbers to cover their additional expenses.. NABMSE calls on the Department of Education Skills to review the classification of all special school as primary schools given that a sizeable number of pupils attending special schools are now of post-primary age.. NABMSE calls on the Department of Education Skills to initiate a review of the curriculum with regard to certification for post-primary pupils with mild general learning disability in both special and mainstream schools as recommended in the NCSE research report on the role of special schools and classes in Ireland.. NABMSE calls on the Minister for Education Skills and the NCSE to reverse forthwith the discriminatory reductions in resource teaching hours imposed on children with special educational needs in the recent budgets.. Given the numbers of pupils now enrolled in special schools presenting with exceptional, complex and multiple needs NABMSE calls on the NCSE and the Minister for Education and Skills to review current pupil teacher ratios and to provide a fair, transparent and equitable mechanism for the allocation of staffing in special schools to enable boards of managements to provide a safe environment for pupils and staff.. NABMSE executive calls on the NCSE to give notice to schools in a timely manner so that boards of management can make appropriate transition arrangements for the pupils in their schools, and be in a position to allocate classes, teachers and SNAs to cater for their needs.. NABMSE calls on the Minister for Education and Skills to sanction posts of administrative deputy principal in special schools with a complement of more than 40 staff to assist with the excessive workload of the principal in such schools.. A mechanism for such an arrangement already exists in mainstream primary schools.. NABMSE calls on the NCSE and the Minister for Education and Skills to urgently introduce an appeals procedure for special schools as exists in mainstream schools.. NABMSE calls on the Minister for Education and Skills to develop a policy in relation to the dual enrolment of pupils attending special schools and mainstream schools.. NABMSE calls on the Minister for Education and Skills to:.. invite companies to tender for the service and repair of school equipment used by students who have physical disabilities.. negotiate all service charges and agree a pricing structure for work carried out on this equipment in schools, along the same lines used by the HSE to service students’ home equipment.. NABMSE calls on the Minister for Education and Skills to invite companies to tender for an audit of school equipment, to collect and store unwanted/unused equipment and to decontaminate and technically refurbish equipment for re-use in any school.. 2009.. EPSEN Act.. NABMSE calls on the Minister for Education and Science to urgently reconsider the deferral of the full implementation of the EPSEN Act (2004).. Funding.. NABMSE calls on the Minister for Education and Science to provide:.. funding for the cost of Manual Handling and Health and Safety Training for special needs assistants and teachers.. substitute cover for staff when attending these courses.. NABMSE calls on the Minister for Education and Science to take into consideration and provide funding for the additional costs that are generated in special schools.. Hidden costs include the maintenance, repair and replacement of essential equipment as required by the Safety, Health Welfare at Work Act (2007).. These and other costs including service and utility charges are substantial and specific to schools providing services to students with special educational need.. NABMSE calls on the Minister for Education and Science to negotiate with the Health Service Executive (HSE) to financially assist special schools who serve students with complex medical and physical needs and as a result have mounting costs which in the past may have been met by patron bodies.. Principal Teachers.. NABMSE calls on the Minister for Education and Science to review the criteria in the SERC Report (1993) in relation to the administrative status of the principal of special schools catering for students with low incidence special educational needs and to take cognisance of the educational, medical and professional supports that this cohort of pupils need.. NABMSE calls on the Department of Education and Science to lift the moratorium on posts of responsibility which have resulted in an undue burden being placed on school principals.. Teacher Training.. NABMSE calls on the Minister for Education and Science to request the Teaching Council to ensure that teaching practice for teachers in training would be of adequate length and appropriately supervised to ensure that the student teachers gain skills to provide appropriate education for children with special educational needs..     Descriptive info: About: Constitution.. Name.. The name of the body shall be the National Association of Boards of Management in Special Education.. Main Object.. The main object for which the body is established is to unite Boards of Management in Special Education in the Republic by providing a means for the expression of their individual and collective experience on matters affecting the education of children with special needs.. Subsidiary Objects.. In furtherance exclusively of the foregoing main object the body shall have the following subsidiary objects:.. To achieve adequate deployment of resources to support education for persons with special needs.. To promote the highest standard of education for persons with special needs.. To encourage and facilitate communication and co-operation between persons engaged in the education of persons with special needs.. To arrange or assist in arranging and providing conferences, discussions and meetings on subjects of general or special interest in the field of management in special education.. To promote the study of best practices with regard to their impact on enhancing the abilities of persons with special needs.. To collaborate with Boards of Management of mainstream schools in the provision of education for pupils with special needs.. Powers.. To the extent that the same are essential or ancillary to the promotion of the main object, as heretofore set out, the body may exercise the following powers:.. Rent/lease or buy/build premises as may be needed.. Provide equipment as may be needed.. To raise funds.. To apply for grants.. Receive money and make payments on behalf of the group.. To engage staff.. To do all such things as are necessary for, or ancillary to the furtherance of the main object.. Rules of Membership.. All Boards of Management in Special Education are eligible to be members of the Association.. When membership of a Board of Management ceases for whatever reason, then membership of the Association ceases also.. General Meetings.. An Annual General Meeting (AGM) shall be held each year at a time and place decided by the committee at which the Annual Report and Verified Accounts for the preceding year shall be presented and agreed.. A Special General Meeting (EGM) may be called at any time at the request of the committee or one quarter of the members.. The Secretary shall send a note to each member of the date, time and place of any General Meeting decided by the executive committee, with an agenda, at least two months before the date of the meeting.. The Chairperson will be responsible for convening the meeting.. No decisions may be taken at any General meeting if fewer than one- quarter members attend.. A new meeting must be called.. The quorum for meetings shall be one quarter of the members.. The Chairperson shall have a second or casting vote.. Motions to the AGM shall be dealt with strictly under standing orders.. Committee.. The general Management of the Association shall be vested in the Committee of the Association.. The Committee shall be elected at the Annual General Meeting.. The membership shall consist of a chairperson, secretary and treasurer and not less than four and not more than thirteen other members.. The committee should reflect the parameters laid down by the Department of Education and Science for the composition of Boards of Management and shall have regard to the desirability of regional representation and gender balance.. Paid employees of the  ...   The treasurer shall open a bank account in the name of the Association.. All cheques shall be signed by two of the three named people authorised to sign cheques on behalf of the Association.. The chairperson shall be sent a duplicate bank statement.. Income and Property.. The income and property of the body, shall be applied solely towards the promotion of its main object as set forth in this Constitution.. No portion of the body’s income and property shall be paid or transferred directly or indirectly by way of dividend, bonus or otherwise howsoever by way of profit, to the members of the association.. No Officer shall be appointed to any office of the body paid by salary or fees, or receive any remuneration or other benefit in money or money’s worth from the body.. However, nothing shall prevent any payment in good faith by the association of:.. Reasonable and proper remuneration to any member of the body (not being an officer) for any services rendered to the body.. Reasonable and proper out-of-pocket expenses incurred by any Officer in connection with their attendance to any matter affecting the body.. Reasonable and proper rent for premises demised and let by any member of the association (including any officer) to the association.. Fees, remuneration or other benefit in money or money’s worth to any company of which an Officer may be a member holding not more than one hundreth part of the issued capital of such company.. Interest at a rate not exceeding 5% per annum on money lent by any member of the association (including any officer) to the association.. Winding-up.. If upon the winding up or dissolution of the body there remains, after the satisfaction of all its debts and liabilities, any property whatsoever, it shall not be paid to or distributed among the members of the body.. Instead, such property shall be given or transferred to some other charitable institution or institutions having main objects similar to the main objects of the body.. The institution or institutions to which the property is to be given or transferred shall prohibit the distribution of its or their income and property among its or their members to an extent at least as great as is imposed on the body by virtue of clause 9 hereof.. Members of the body shall select the relevant institution or institutions at or before the time of dissolution, and if and so far as effect cannot be given to such provisions, then the property shall be given or transferred to some charitable object.. Additions, alterations or amendments.. No addition, alteration or amendment shall be made to or in the provisions of this Constitution for the time being in force unless the same shall have been previously approved in writing by the revenue Commissioners.. Keeping of Accounts.. Annual audited accounts shall be kept and made available to the Revenue Commissioners on request..
