Originally known as the MicroEnterprise Neighborhood Development (MEND) program, MEND was a program of the Black United Fund of Oregon.. In April 2008, MEND changed its name to MESO and became a program of Pedagogy Institute, a 501(c)(3) non-profit..     Descriptive info: IDA.. Individual Development Accounts.. or IDAs are a 3:1 matched-savings program offered to income-qualified households to use for business-related assets and activities.. MESO is part of CASA of Oregon’s VIDA collaborative.. Qualifications to participate:.. Have a net worth of less than $20,000, excluding a primary home and one vehicle.. Earn less than 80% area median income for your county.. Proof of earned income which includes taxes and two months of income verification.. Proof of Oregon residency (such as driver’s license or utility bill).. Application process:.. 1.. Call and schedule to attend MESO’s orientation.. 2.. Complete and submit application, income and residency verification and application fees.. provide proof of income (paystubs, cashflow, etc).. provide most recent taxes.. provide proof of residency.. Open a special bank account with an approved bank.. 5.. Keep saving each month as agreed until the total dollar amount and total number of months is completed.. Ongoing Support.. Complete financial planning training.. Training is provided free of charge.. Attend business class series and create a business plan specific to how you will use the funds.. You must  ...   be sure the purchase is indicated in your written plan.. Prepare paperwork and obtain necessary bids, invoices or other documentation necessary to apply for match money.. Submit all paperwork required for the purchase, then, upon receiving approval, make the purchase.. Return to MESO with receipt for the purchase and complete final paperwork.. If additional withdrawals/purchases need to be made, repeat the withdrawal process.. Please be aware that this is are VERY brief list of steps.. MESO is governed by VIDA’s rules and process.. The application process can take upwards of a month.. The withdrawal process can take a month or more.. If a saver chooses to make multiple withdrawals to buy multiple items, each withdrawal requires new paperwork that goes through submission and approval processes..
