    Descriptive info: About Us: Staff.. Pascal (Pat) D.. Forgione Jr.. Ph.. D.. Distinguished Presidential Scholar and Executive Director.. Dr.. was appointed Distinguished Presidential Scholar and Executive Director for the K 12 Center at ETS in July 2009.. His career as an educator and educational administrator is extensive.. From 1999 2009, Forgione served with distinction as Superintendent of the Austin Independent School District (Texas).. Previously, from 1996 1999, he was U.. Commissioner of Education Statistics for the National Center for Education Statistics, a federal agency.. From 1991 1996, he was Delaware State Superintendent for Public Instruction.. In 1991, he served as the first Executive Director for the U.. Department of Education's National Education Goals Panel.. Forgione has a solid background in educational research and assessment, having held positions with the Connecticut State Department of Education, the National Center for Research in Vocational Education at Ohio State University, the Syracuse Research Corporation, the Maryland State Department of Education and Stanford University.. Forgione has also served as a consultant to, or member of, numerous educational organizations and initiatives, including: the Council of Chief State School Officers; the Council of the Great City Schools; the National Governors Association; U.. Department of Education; U.. Department of Defense; National Science Foundation; the College Board; RAND Corporation; American Education Research Association; and the National Council for Measurement in Education.. In 2008, Forgione received the Richard R.. Green Award as the National Urban Educator of the Year from the Council of the Great City Schools.. In 2009, he was selected as the Austinite of the Year by the Greater Austin Chamber of Commerce.. Forgione earned a Doctorate in Administration and Policy Analysis (1977) and a master's degree in urban history (1973) from Stanford University; a master's degree in educational administration (1969) from Loyola College; a bachelor's degree in theology (1968) and a bachelor's degree in philosophy (1966) from St.. She has provided support and development assistance to local and state school boards, urban school districts and educational organizations.. Her prior classroom experience spans elementary through graduate levels, as well as urban, suburban and rural schools.. Doorey holds a bachelor's degree in geology from The Colorado College (1976), a Master of Arts in Teaching in elementary education from Simmons College (1978), a Certificate of Advanced Studies in computer science from Harvard University Extension (1985), and is a doctoral candidate in educational leadership at Teachers College, Columbia University.. She resides in Wilmington, Delaware with her family.. Andrew Latham.. Special Advisor.. Andrew Latham has been with ETS for more than 15 years, and has spent his entire professional life working in the education and assessment fields.. In his current role as Senior Strategic Advisor, he is working with the K 12 Center at ETS to map out a research agenda that enables the Center to act as an independent catalyst and resource for the improvement of methodologies, technologies, policies and practices in K 12 assessment and data systems to advance teaching and learning.. Latham has also served as Group Executive Director of Teacher Quality Programs in ETS's Higher Education Division and Executive Director for the California High School Exit Exam.. From 1999 2001 Latham was Director of Assessment at Teacher Universe in Emeryville, CA.. Between 1992 and 1999, Latham was at ETS, working for the National Assessment of Educational Progress, Adult Literacy,..     Descriptive info: Federal grants totaling $67 million were awarded in 2010 to two consortia of states — the Dynamic Learning Maps (DLM) Alternate Assessment Consortium and the National Center and State Collaborative (NCSC) — to design a new generation of assessments for students with the most significant cognitive impairments.. The K 12 Center has created summaries and illustrations of the designs of the two alternate assessment consortia which have been approved by the consortia.. The alternate tests, which aim to assess the knowledge of mathematics and English-language arts in grades 3 8 and once in high school, will be accessible to students with significant cognitive disabilities.. These assessments will be aligned to the same Common Core State Standards recently developed by governors and chief state school officers, as well as adopted by 46 states and  ...   million to NCSC and $22 million to DLM.. Both of the consortia plan to implement comprehensive systems of formative and summative assessments, as well as instructional and professional development resources.. NCSC, led by the National Center on Educational Outcomes at the University of Minnesota, is a coalition of 19 states (AK, AZ, CT, DC, FL, GA, IN, LA, MA, ND, NV, NY, PA, RI, SC, SD, TN,WY) and six U..
