S, Director of Bilingual Education, has been an educator in Lake County for over 18 years.. Mrs.. Vélez began her teaching in Waukegan Public Schools where she served for 10 years.. She also served in the Zion Elementary School District for 7 years, where she facilitated professional development to staff and was an integral part in the creation and implementation of the first ELL Plan of Action.. Lourdes has also taught in Puerto Rico’s Dual Language Programs in addition to Vernon Hills’ ESL Programs.. She has partnered with the Illinois Research Center and National-Louis University in efforts to improve ELL Programs.. Our mission is to create contributing members of the 21st Century who are:.. Multilingual.. Culturally Diverse.. Globally Successful.. Independent Thinkers.. Goal #1- To Be Proficient in the English Language:.. The Department of Bilingual Education exits a student at the time he/she has achieved an English proficiency level that allows him/her to succeed in a monolingual English class.. Evidence of the student’s English proficiency level that meets the exit criteria will include, but it is not limited to the following:.. Attaining a minimum score of 4.. 8 overall score with a 4.. 2 score in  ...   a part-time program.. The student will be encouraged to get primary instruction in English with native language support as needed.. Language support will be determined on an individual basis.. Students do not have a time limit to exit the program.. They can continue to receive services as long as they need them..
